It’s so funny—you are the 5th person to ask me that this week! Well, I’ve researched this extensively having made the very same observation myself over the years. Turns out, dogs piss on tires because it’s great fun. You should try it! I did and now I’m hooked!
That’s one theory. The other theory is that dogs relieve themselves on car tires because the U.S. Secret Service wont let them get close enough to the pant legs of their real target…
